Morocco's 2030 Employment Roadmap: Sekkouri Reveals Details
Minister Younes Sekkouri unveils details of Morocco's youth employment roadmap for 2030, backed by an additional 15 billion dirhams and targeting the insertion of 800,000 people into the job market via ANAPEC.
Younes Sekkouri, Morocco's Minister of Economic Inclusion, Small Business, Employment and Skills, unveiled details of the country's youth employment roadmap for 2030, in response to a question from Councillor Khalid Essatte in the House of Councillors on integrating out-of-school and unemployed youth. The roadmap builds on the 2021-2026 government program, which targets the creation of one million net jobs, and aligns with the new development model.
An additional 15 billion dirham envelope
The government has allocated an additional 15 billion dirhams to finance the 2030 roadmap, aimed at boosting investment, preserving rural employment and funding job-promotion programs. Sekkouri set numerical targets for the National Agency for Employment and Skills Promotion (ANAPEC): inserting 800,000 people into the labor market, improving the employability of 500,000 program beneficiaries, supporting 60,000 project leaders, and backing 33,000 micro-enterprises.
Expanding the "Idmaj" and "Taehil" programs
The minister explained that the "Idmaj" program has been broadened to include people without diplomas, after an amended version was submitted to Parliament on June 2, 2026, while the "Taehil" program is undergoing a finalized third amendment. The ministry is also working on a unified architecture for active employment programs, with financing and governance still under discussion. ANAPEC's transformation plan includes eight structural projects, including digitizing agencies, strengthening employer relations, expanding the territorial network, and building performance-monitoring systems.
A territorial approach targeting rural youth and women
The roadmap relies on regional diagnostics to identify promising economic sectors in each region, alongside regional employment programs financed by regional councils, and career guidance centers developed in partnership with the Ministry of Higher Education, ANAPEC and the vocational training office. It primarily targets out-of-school and undiplomaed youth, residents of rural and remote areas, women facing childcare and transport barriers, and school dropouts through catch-up education programs and "second chance" schools, in convergence with agricultural plans, the National Initiative for Human Development and the social economy.
As of June 2026, the "Idmaj" program's circulars had been drafted, while annexes on medical and social coverage were still being prepared, along with the unified programs' architecture, ANAPEC's transformation projects still in the design phase, and the career guidance center model still under consultation.
