Decree 2.16.669 sets strict rules for campaign poster displays ahead of Morocco's September 23, 2026 elections, including banned locations, size limits and penalties.

Ahead of Morocco's legislative elections on September 23, 2026, Decree No. 2.16.669 strictly regulates campaign poster displays, defining where posters cannot be placed and the permitted formats. Provincial and prefectural commissions, chaired by governors, determine authorized streets and allocate poster spaces among candidates by lottery.

Locations where campaign posters are banned

  • Places of worship and their annexes
  • Mausoleums, zaouias and cemetery walls
  • Government buildings and public services
  • Inside universities and schools
  • Historical monuments and ancient ramparts
  • Mobile phone network stations
  • Road signaling poles
  • Commercial advertising panels
  • Trees, and any location posing a public safety risk

Permitted size and campaign offices

The maximum poster size is set at A0 format (84.1 cm x 118.9 cm), while banners are restricted to party headquarters and campaign offices. The number of campaign reception offices is capped at four per municipality, with an overall maximum of 30.

Penalties for violations

Enforcement follows three steps: an initial warning with a maximum 24-hour deadline to remove a non-compliant poster, followed by administrative removal at the candidate's expense if the violation persists, and immediate removal without warning in urgent cases.

Why this matters

The rules come amid a fiercely contested race, after authorities announced 7,288 candidates running on 1,850 lists for the House of Representatives, which has 395 seats, with 28 political parties competing. The strict poster regulations aim to ensure a level playing field among candidates and prevent visual clutter in the streets during the official campaign period, running from September 10 to 22, ahead of the vote on September 23, 2026.
