Morocco's Government Council, meeting on Tuesday in Rabat under the chairmanship of Head of Government Fatima Ezzahra El Mansouri, adopted draft Finance Bill No. 60.26 for the 2027 budget year, after it was presented by the Minister of Economy, Finance and Public Performance, Fouzi Lekjaa. Government spokesman Samir Belfkih, who also serves as Minister of National Land Use Planning, Urban Planning, Housing and City Policy, announced the adoption in a statement issued after the meeting.

A second step after the king's approval of the broad outlines

The adoption comes just days after King Mohammed VI approved, during a Council of Ministers held last Friday in Rabat, the broad outlines of the 2027 budget, which notably included 25 billion dirhams for regional development. The Government Council's adoption of the full text marks the next stage in the bill's drafting, after the Council of Ministers had limited itself to validating its general orientations.

El Mansouri government's first budget

This 2027 Finance Bill is the first budget text prepared and presented by the government of Fatima Ezzahra El Mansouri since it took office, and carries particular weight as the first real test of its economic and social policies before public opinion and Parliament. The Government Council's statement did not disclose any detailed figures on the growth rate, budget deficit, or sector allocations, limiting itself to announcing the bill's preliminary adoption ahead of its referral to the legislature in the coming weeks.

What happens after the Government Council's adoption?

Under Morocco's usual constitutional process, the Finance Bill, once adopted by the Government Council, is transmitted to the Secretariat-General of the Government, then tabled before the House of Representatives, where it is examined and voted on before being passed to the House of Councillors, for final adoption before the end of the current year so it can take effect at the start of the 2027 fiscal year. This step comes as both chambers of Parliament are also occupied with debating the El Mansouri government's policy programme, one of the first major legislative tests for this government since it took office.
