King Mohammed VI, accompanied by Crown Prince Moulay El Hassan, chaired a Council of Ministers at the Royal Palace in Rabat on Saturday, October 17, 2026, devoted to the general orientations of the 2027 Finance Bill (PLF 2027) — the first such meeting since the new government led by Fatima Ezzahra El Mansouri took office. The orientations were presented by the Ministry of Economy, Finance and Public Performance, in accordance with Article 49 of the Constitution.

Five priorities for the 2027 budget

The 2027 Finance Bill is built around five main priorities. The first is to restore purchasing power and strengthen the "social state", through a structural reform of markets and prices starting in 2027, wider medical coverage, higher direct social aid, and a new direct housing-aid program. The second is the launch of an integrated national youth program running from 2027 to 2031, covering guidance, training, project incubation, financing, guarantees and market access.

The third priority is accelerating advanced regionalization, with 25 billion dirhams allocated to integrated territorial development programs under the National Charter for Administrative Deconcentration. The fourth aims to strengthen water, energy, food and digital sovereignty, by securing water resources, accelerating renewable energy, continuing the "Offre Maroc" green hydrogen program, and a roadmap for gas infrastructure. The fifth is devoted to strengthening the economy, supporting private investment and preserving fiscal balances, through sovereign industrial ecosystems, the Investment Charter, reform of the Regional Investment Centers (CRI), and support for micro, small and medium enterprises.

Growth forecast at 4.7%, deficit cut to 3%

The 2027 Finance Bill is based on forecasts of 4.7% economic growth by the end of 2026, inflation of around 0.7%, and a reduction of the budget deficit to 3% of GDP. These orientations come a day after the new government team took office, confirming that support for purchasing power tops the priorities of the Ministry of Economy and Finance ahead of presenting its program to Parliament.

In parallel, a joint plenary session of both chambers of Parliament has been set for Monday to present the El Mansouri cabinet's government program, before the legislative process for the Finance Bill begins in the coming weeks.
