2027 Budget: Morocco Raises Minimum Pension to 1,700 DH
Morocco's 2027 Finance Bill raises the minimum retirement pension to 1,700 DH a month and widows' pensions from 50% to 100%, at a cost of about 10 billion dirhams.
Morocco's government is raising the minimum monthly retirement pension to 1,700 dirhams starting in 2027, a first step toward a target of 3,000 dirhams by the end of the government's mandate. It also plans to raise the survivor's pension paid to widows from 50% to 100% of the deceased spouse's pension. Both measures appear in the presentation note accompanying the 2027 Finance Bill (PLF), which the government presented on Friday before a joint plenary session of the two Houses of Parliament in Rabat.
Details of the minimum pension increase
According to figures presented by Fouzi Lekjaa, Minister of Economy, Finance and Public Performance, the minimum pension increase is expected to benefit nearly 500,000 retirees, including 150,000 widows. The measure is part of a gradual reform aimed at improving the incomes of retirees receiving the lowest pensions and preserving their purchasing power.
Widows' pensions: from 50% to 100%
The government also intends to raise the survivor's pension rate for widows from 50% to 100% of the pension their deceased spouse was entitled to, while preserving the rights of orphans and other dependents. According to the same figures, around 431,000 widows are expected to benefit from this increase.
| Measure | Current | New | Beneficiaries |
|---|---|---|---|
| Minimum retirement pension | Under 1,700 DH | 1,700 DH per month | Nearly 500,000 retirees |
| Survivor's pension (widows) | 50% of deceased spouse's pension | 100% of deceased spouse's pension | About 431,000 widows |
Cost and gradual implementation
The government estimates the overall cost of the minimum pension increase and the higher survivor pensions at around 10 billion dirhams. The presentation note states that implementation of both measures will take into account the specificities and financial balances of the different pension schemes, following a gradual timetable whose details will be set later within the relevant legal framework.
The increase is part of a broader effort to reform Morocco's pension systems. Head of Government Fatima-Zahra El Mansouri had already announced, as part of the government program that won the confidence of the House of Representatives this week, the goal of gradually raising the minimum pension to 3,000 dirhams during the 2026-2031 mandate. The presentation note for the 2027 Finance Bill also plans to gradually extend pension coverage to categories that are still insufficiently covered, particularly non-salaried workers, by simplifying registration and contribution payment procedures.
